What This Aspect Is
This aspect is about a teacher’s own hands-on ability with technology. It is the practical skill of operating software, devices, and online tools without struggle. It is the foundation under the other aspects: a teacher who fumbles with the basic tools cannot use them to teach well.

When the software is not a battle, attention goes to learning instead of troubleshooting.
UNESCO treats this as a competency because confidence with tools frees a teacher to focus on students.
The aim is not to turn teachers into technicians, but to give them enough fluency that technology stops being an obstacle.
