Core ICT Competencies for Teachers

Competencies required for teachers in ICT

📝 Cheat Sheet

ICT competency is the ability to use digital tools in a way that helps teaching and learning.

Six competency groups:

  1. Basic Technical
  2. Pedagogical (teaching with ICT)
  3. Assessment and Evaluation
  4. Communication, Collaboration, and Classroom Management
  5. Ethical, Legal, and Social
  6. Personal and Professional Development
🧑‍🏫

ICT competency is the ability to use digital tools in a way that helps teaching and learning. It is not just knowing how to switch on a computer.

A competent teacher uses technology with a clear purpose: to teach, to help students learn, to check progress, and to keep growing as a professional. The goal is to use technology well, not just to use it.

Are ICT competencies only about technical skills?

Answer

No. They are a mix of knowledge, skills, and attitudes.

A teacher who is willing to learn and uses technology with a clear purpose helps students more than one who simply owns the latest device.

Basic Technical Competencies

These are the everyday skills for working with hardware and software.

  • Operate computers, tablets, smartboards, and the internet.
  • Use common office software to write documents, build presentations, and keep records in spreadsheets.
  • Handle simple problems alone, like reconnecting a projector or restarting a frozen device, so a small fault does not stop the lesson.

A teacher's smartboard will not show the laptop screen minutes before a lesson starts. Which competency helps the teacher fix this quickly?

Pedagogical Competencies (using ICT to teach)

These competencies are about teaching with technology, not just operating it. Here a teacher plans how ICT will support real learning.

Integrating ICT into curriculum planning means deciding how technology fits a lesson before teaching it. The tool is built into the plan from the start. It is chosen because it helps meet a learning goal, not added on top to look modern.

What does 'Integrating ICT into Curriculum Planning' mean?

Answer

Planning lessons so that technology directly supports learning goals across subjects.

It means ICT is not added on top of a lesson. It is built into the plan from the start.

Teachers also create their own digital content, such as short videos, slideshows, or interactive quizzes. Sound instructional design ties these materials to clear goals, so each one has a job to do.

ICT can push students to think harder. Critical thinking and problem-solving tasks, like coding, digital research, and interactive simulations, ask students to solve problems instead of memorizing answers.

Student-centered learning gives students an active role. They explore, create, and make choices instead of only listening. The teacher’s job shifts from lecturer to guide.

Answer

Using technology to give students an active role in their own learning.

Students do not just receive information. They explore, create, and make decisions.

This shifts the teacher’s role from lecturer to guide.

Assessment and Evaluation Competencies

Assessment is its own skill. Teachers use digital tools to find out what students know and to guide what comes next.

  • Use online quizzes, forms, and e-portfolios to see what students know.
  • Give quick feedback, so a student does not wait days to find out where they went wrong.
  • Keep digital records of progress over time and use that data to adjust the next lesson.

A teacher gives a short online quiz, sees the scores at once, and changes the next lesson based on them. Which competency is this?

Communication, Collaboration, and Classroom Management

A digital classroom needs to stay organized, and the teacher keeps it that way.

  • Use a Learning Management System (LMS) to share lessons, set assignments, and collect work in one place.
  • Guide safe online communication, so students can discuss ideas and work on group projects without harm.
  • Keep students focused and productive while devices are in use.

A teacher wants students to work on a shared document for a group project. Which ICT competency does this activity develop?

Ethical, Legal, and Social Competencies

Teachers model good behavior online and teach it too. This skill covers three areas.

  • Online safety and privacy, so students know what to share and what to keep private.
  • Copyright and avoiding plagiarism, so students credit the work of others instead of copying it.
  • Netiquette, the basic manners of speaking respectfully online.

A teacher shows students how to credit sources and avoid copying work from the internet. Which competency group does this belong to?

Personal and Professional Development

Technology keeps changing, so a teacher’s learning is never finished.

  • Take online courses, join professional networks, and share ideas with other educators.
  • Judge digital tools and resources for quality, safety, and fit before bringing them into a lesson.
  • Remember that a useful tool for one class may be wrong for another.

Well-Known ICT Competency Frameworks

Two frameworks are widely used to describe what a competent teacher should know and do.

The UNESCO ICT Competency Framework for Teachers (ICT-CFT) sets out three levels.

  1. At Technology Literacy, teachers use basic tools to support standard lessons.
  2. At Knowledge Deepening, they use technology to help students solve real problems.
  3. At Knowledge Creation, teachers help students create new knowledge and manage their own learning.

The ISTE Standards for Educators describe the roles a teacher plays with technology, such as designer, facilitator, and analyst. They are used in many countries to guide training and self-assessment.
