Climate change reaches everyone, so no plan to respond can leave the public out of it. Two international agreements make that duty explicit, and they point squarely at teaching. The harder question is how to fit environmental learning into a school day that is already full.
Treaties That Call for Teaching
Two agreements ask governments to build public understanding of climate policy. The United Nations Framework Convention on Climate Change (UNFCCC), in Article 6, and the Kyoto Protocol, in Article 10, both encourage states to educate, empower, and engage all stakeholders and major groups on climate change.
That reach includes young people. They had no hand in creating the problem, yet they are among the most exposed to it, and they are the ones who will have to solve much of it. Doing so calls for problem-solving and decision-making skills built from an early age, sometimes practised in safe, simulated settings before the stakes are real.
The Gap Around Children
For all these commitments, there is currently no strong global institutional framework built around children’s specific vulnerabilities to climate change. Part of the difficulty is that young children may not be able to put their needs into words, so a clear list of how climate change harms them is hard to assemble.
Their exposure is real all the same. When a river breaks its banks, older people can climb to a rooftop or a tree; small children are swept away far more easily. National adaptation plans and similar programmes tend to skip past this. They rarely draw on the knowledge and skills that educated children could bring to reducing disaster risk and adapting to a changing climate.
A country’s climate adaptation plan lists sea walls and drainage but never mentions what schoolchildren know or could contribute.

Leaving children out has a cost. If they do not understand the risks or the damage done to the environment, they cannot join the debate or offer solutions, and a large source of ideas goes unused.

What Environmental Education Teaches
Environmental education (EE) does more than describe nature. It teaches children to think critically about sustainability and about the society they live in, and it pulls in a set of connected ideas.

Sustainability, in other words, is not an environmental topic sitting on its own. Social and economic factors shape it, and they land differently on richer and poorer countries, so the environment has to be read alongside them rather than apart.
Three Domains and a Whole-Curriculum Approach
Environmental education works best when it is woven through everything a school teaches rather than boxed into one subject. Economics, psychology, and history all touch the environment, so the subject cannot stand alone. This whole-curriculum aim is what many systems now call education for sustainable development.
Doing it well means holding three domains together.
